Why is adoption so expensive?

I know a couple who have said they would adopt a child except that they can’t afford it, because it costs thousands of dollars.  Glancing online I read that the average cost is around $15,000, with the cost sometimes reaching $30,000.  Here’s what I don’t understand.  Our government gives welfare to people who are having a rough time, but when children are abandoned by their parents (for whatever reasons) and put in orphanages, it costs thousands of dollars to adopt them.  Why is it so much money?  Are the prospective parents having to pay the orphanage back?  What’s the deal?  It doesn’t seem right…

And shouldn’t people be encouraged to adopt children that need parents?  The government could cut back the fees and even offer tax breaks to help offset the cost.
